PALL 2012 Local Rules

 Local Game Rules
 

All divisions will follow the Little League Official Regulations and Playing Rules except for the following PALL Local Rules.

Majors


1.    From the beginning of the season through May 6th, all players will be in the batting order (Continuous). The manager before each game will set the batting order.  With continuous batting, there is free substitution, but no player shall sit more than one (1) consecutive inning on defense.

2.  From May 7th thru the end of the PALL season, regular batting will be in effect.  The minimum play time is one (1) at bat and six (6) defensive outs.  For substitutes, the minimum defensive outs must be consecutive.   

3.  There is no ten (10) run rule for the entire season.

4.  Any game immediately followed by another game will end at 2 hours and 15 minutes with no new inning starting after 2 hours from the start of the game.  For games scheduled at 5 pm or later, the UIC shall notify the participating team and the game umpires prior to the start if there is a time limit for the game (due to games played before and near Daylight Savings time), where no new inning shall start after 2 hours from the start of the game.  Play will continue until it is safe to do so.  Time of start shall be recorded by official scorekeeper (home team).  Regardless of any time restrictions, or lack thereof, it is the responsibility of the team managers to make every effort to minimize any delays between innings.  In the event any game ends with an incomplete inning, LLB Rule 4.11 applies.

5.  Protective cups are required for all participating players.


AAA (Minors)

3.  The offensive innings ends when 3 outs have been recorded or 5 runs have been    scored.  After the 5th inning, there will be no restriction on runs allowed.

AA (Minors)

No standings will be kept. All players will receive a participation award.

7.  From the beginning of the season through April 30th there is no stealing of any base or advancing on a wild pitch or passed ball or on a throw from catcher back to pitcher regardless of outcome.  For any game played May 1st or later there is no stealing of home or advancing from third base to home on a wild pitch or passed ball or on a throw from catcher back to pitcher or to first or second base.  However, if at any time a defensive player makes a deliberate throw to the runner at third base, all runners are free to advance at their own risk.


FARM  A

The primary purpose of play at this level is for instruction and skill development, not competition. All managers, coaches, and parents must keep this in mind during all games.

 

  1. No standings will be kept. All players will receive a participation award.

 

  1. The intent of the must play rule at this level is for each player to have an equal amount of playing time. When 12 or fewer players are present, no player will sit out more than one (1) defensive inning per 6-inning game. When more than 12 players are present, no player may sit out more than two (2) defensive innings per 6-inning game. Free substitutions are allowed provided the provisions of the must play rule are adhered to.

 

  1. Ten defensive players will be used. The pitching position will have 2 players -one on each side of the pitching machine and no closer than the front of the pitcher’s mound to the plate

 

  1. Normal infield positioning should be followed and extra players should be placed in the outfield. Players at the shortstop and second base positions need to learn how to move towards second on a force play. Do not place an extra player on second base.

 

  1. All players on a team will bat in a regular rotation. Outs will be kept. The offensive inning ends when 3 outs have been recorded or 5 runs have been scored.

 

  1. A pitching machine will be used with a maximum of 6 pitches to each batter. After the sixth pitch the batter is out if no contact is made. A foul ball on the sixth pitch or subsequent pitches earns the batter another pitch.

   

  1. Runner’s advancement shall stop when the ball is returned to the infield dirt.

 

  1. Runner’s advancing half the distance or greater between bases when the play is stopped will be entitled the base to which they were advancing.

 

  1. Runners may advance only one base on an overthrow.

 

  1. Protective cups are required by all participating players.

 

  1. Teams shall play six innings only. There will be a time limit of 1 hour and 30 minutes on any game that is followed by another game.

 

 

FARM B

The primary purpose of play at this level is for instruction and skill development, not competition. All managers, coaches, and parents must keep this in mind during all games.

 

  1. No standings will be kept. All players will receive a participation award.

 

  1. All players from each team will play in the field when on defense (except for illness or injury). The pitcher position may have two players. They will be placed on each side of the coach pitcher.

 

  1. Normal infield positioning should be followed and extra players should be placed in the outfield. Players at the shortstop and second base positions need to learn how to move towards second on a force play. Do not place an extra player on second base.

 

  1. All players on a team will bat in a regular rotation. Outs will not be kept. Every player in the line-up bats in an inning. The inning ends when the last player has batted.

 

  1. The coach will pitch to his/her own team. Pitching is to be overhand from a kneeling position. A maximum of six pitches will be thrown to a batter. Please do not throw more than six pitches. The time limit will be strictly adhered to. After the sixth pitch, a tee will be used.

 

  1. Runner’s advancement shall stop when the ball is returned to the infield dirt.

 

  1. Teams shall play three innings only. There will be a time limit of 1 hour and 15 minutes on any game that is followed by another game.

 

  1. Protective cups are required by all participating players.

 

 

Frequently Asked Questions (FAQs)

General Information

Which Little League do we belong to?
There are currently three different Little Leagues in Pleasanton. Depending on where you live, your child will have to register in American, National, or Foothill Little League.  Refer to the new boundary map to determine what league your are in.

What levels of play are provided in Little League?
Pleasanton American Little League includes T-Ball, Farm, Minors, Majors, Juniors, Seniors, and Big League Divisions for ages 5 to 18, and is divided into the following levels of play.

T-Ball: This is instructional baseball and game scores are not recorded. Players in this division are typically league age 5 and 6.  At this level the ball is hit from a tee.

Farm B: Players in this division are typically league age 6 and 7. PALL allows players that are league age 6 to play Farm B with completion of 1 full year of T-Ball.  At this level, the ball is pitched by the coach  Game scores are not recorded.

Farm A:  Players in this division are typically league age 7 and 8.  At this level, the ball is pitched by a pitching machine.  Game scores are not recorded.

AA: This is the first division in which players pitch and games have umpires present.  This is still an instructional level and games are not scored and there are no standings.. Players in this division are league age 8 to 10, and are selected for teams based on player evaluations by team managers in a player draft.

AAA: Players in this division are league age 9 to 11, and are selected for teams based on player evaluations by team managers in a player draft and by the Minors player agent. Typically, PALL places players that are more skilled than those at the AA level.

Majors Program: Players in this division are League Age 11 and 12, although 10 year olds with exceptional skills may also play in the Majors division. All players are selected for teams based on player evaluations by team Managers in a player draft. Majors is the highest level of play in Little League for ages 12 and under.

Juniors, Seniors, and Big League Program: Players at the Juniors division must be league age 13 and 14, the Seniors level division must be league age 15 and 16, and the Big League division player must be league age 17 and 18.  The Juniors play on 80' and 90' diamonds while the Seniors and Big League play on a 90' diamond. Players are selected by team managers based on a tryout. The most common situation is that 13 year olds coming from Majors will be drafted in to the Junior 80's program while 2nd year 14 year olds will be drafter in to the Junior 90's program.
